Purpose

This Advisory Circular (AC) describes an acceptable means of compliance with Civil Aviation Rule Part 139 Aerodromes Certification, Operation and Use. In relation to the aerodrome design standards for the obstacle limitation surfaces.

Focus

This AC is intended for the holder of an aerodrome operating certificate issued under Part 139 and any other aerodrome operator who promulgates aerodrome data and information in the aeronautical information publication (AIP).

Related rules

This AC relates specifically to Part 139, rule 139.51, Aerodrome Design Requirements, specifically 139.51 (a), Obstacle Limitation Surfaces and Appendix D, Obstacle Restriction and Removal.

Change notice

Revision 3 makes several changes in response to a participant’s feedback. Among other things, it:

  • removes the acronym for Obstacle Limitation Surfaces throughout the AC
  • changes the title of Chapter 1 to Aerodrome Operational Surfaces
  • deletes the reference to 1:83.3 and the footnote referring to Part 77 Appendix A in section 1.3.2
  • moves the reference to CASA AC139-21 in section 1.4.1 to the list of publications section and adds a reference in the publications section to Rule 173.201, Design in Subpart D Design Criteria – instrument flight procedure
  • removes the references to Part 77 and 157 in section 2.1.1, and
  • updates the Part 139 Appendices references to D and F.

We have also made some stylistic and wording changes to enhance the AC.
