The objective of Part 133 is to maintain a safe operating environment for helicopter external load operations. This Part prescribes rules that are in addition to, and exceptions from, the general operating and flight rules contained in Part 91, for persons performing a helicopter external load operation.

Part 133 does not apply to operations involving the suspension of a person beneath a helicopter, or the towing of a person by a helicopter, for sporting or recreational purposes.
