This is an old Rule from the 1990 Act and is revoked under 489(3) of the Civil Aviation Act 2023.

Current Rules under the 2023 Act

Part 133 lays out the rules in addition to, and exceptions from, the Part 91 general operating and flight rules, for people performing a helicopter external load operation.

It doesn’t apply to operations involving the suspension of a person beneath a helicopter, or the towing of a person by a helicopter, for sporting or recreational purposes.
