The purpose of this AWB is to advise operators and maintainers of the potential for deviation from approved design data in the installation of the Wing Main Spar Strap Modification.
It has come to CASA’s attention that Cessna 402C aircraft modified per HDH EO 006-035 may have components that have not been manufactured and installed strictly in accordance with the engineering drawings approved as part of this Engineering Order.
At this stage, two aircraft have been identified as potentially non-conforming with the drawings. This is being further investigated. The main discrepancy is pictured in photograph 1 on page 3, which shows the engine beam/spar strap reinforcement components that do not match the approved configuration per HDH EO 006-035. CASA recommends that operators, through their maintenance organisation, review the modification records and physical configuration of their aircraft.

This AWB advises operators and maintenance providers of the potential for cylinder head cracking on these engines. It recommends certain actions at every visual inspection required by AD DCA/P&W/110 (FAA AD 99-11-02 refers). This AWB provides information for accomplishing capacity tests to determine serviceability of lead acid batteries. Failures of batteries can result in costly AOG situations and catastrophic inflight emergencies.FAA AC 23.1309-1E states failure of electrical power is a catastrophic failure condition if primary flight instruments require electrical power. Batteries that have been discharged to the point where their cranking power has been diminished must NOT be jumped with another power source. The discharged battery may not be airworthy because it does not have the necessary capacity required to operate the aircraft avionics and electrical system in the event of generator failure.

The purpose of this Civil Aviation Safety Alert (CASA) is to ensure that affected operators are aware that use of tail rotor pitch change chain assembly P/N 205-001-721-001 for Bell 204B helicopters is no longer supported by Bell Helicopter.

Affected tail rotor pitch change chain assembly may also be installed on other Bell helicopter models.

The purpose of this CASA is to emphasize the importance to thoroughly examine the engine mount legs on Bell model 206L-series helicopters and replace deteriorated parts.
Operators have submitted Service Difficulty Reports noting that engine mount legs have been found corroded and/or cracked. On the 206L-series helicopters, there are six legs that hold the engine in place. In some cases the damage was not obvious because a wiring or tubing support clamp was installed on the leg, hiding the damage. In some cases, there have been reports of significant corrosion-related damage on the inside of the part where it would not be visible during inspection.
Bell Helicopter Textron Canada issued Operation Safety Notice 206L-15-51 to owners and operators of model 206L-1 and 206L-3 helicopters to highlight the criticality of inspection of the engine mount legs. That document also informs operators that Bell Helicopter has introduced engine mount legs made of CRES (stainless steel), noting that these parts have improved resistance to corrosion. It concludes by clarifying what components of the legs can be replaced and noting some important considerations that apply during inspection and reassembly.
Transport Canada and another civil aviation authority have obtained information that the CRES parts have also been reported cracked and corroded, and are not immune to degradation.
