It is just a couple of days till 5 April when the Civil Aviation Act 2023 (CA Act 2023) comes into effect.

We’ve been working to make the transition as seamless as possible. It is important that you can carry on your business from 5 April (Saturday) without interruption.

With that in mind, our focus has been on aligning the Civil Aviation Rules, operational policies, forms and advisory circulars with the new Act. You’ll see our website pages continuing to be updated over the coming weeks to reflect the CA Act 2023 instead of the CA Act 1990.

Our inspectors have undergone online and face-to-face training to familiarise themselves with the Act’s provisions. For them, the CA Act 2023 provides some changes, but their jobs remain the same.

I emphasise that the CAA’s approach next week will be much the same as this week – the introduction of the CA Act 2023 was necessary to update language and allow for the continuing development of technology in the sector, but from CAA’s perspective, it is business as usual.

To assist you in the transition we have published the Act comparison guide, which shows where the parts of the CA Act 1990 that you use are represented in the CA Act 2023. We have also provided information on the Civil Aviation Act 2023 implementation page, and its sub-pages, including about the two-year process for introducing drug and alcohol management plans (DAMPs) by April 2027.

If you have questions feel free to email the implementation team -  CAACT2023@caa.govt.nz.
