We’re pleased to publish the 2025 edition of New Zealand’s State Safety Programme (SSP).
The SSP outlines New Zealand’s national approach to aviation safety, as required by the International Civil Aviation Organization (ICAO). It sets out our aviation safety-related policy and resources; safety risk management; safety assurance; and safety promotion.
The SSP was developed with input from key organisations, including the Ministry of Transport (MOT), Airways, the Transport Accident Investigation Commission (TAIC), MetService, the New Zealand Search and Rescue Council (NZSAR), the New Zealand Defence Force (NZDF), and the Ministry of Business, Innovation and Employment (MBIE).
While the SSP does not introduce new rules or regulations, it provides the national framework for managing aviation safety. Its release ensures New Zealand meets ICAO requirements and supports preparations for New Zealand’s upcoming ICAO audit in July 2025.
